Information Technology Committee

Role

The Information Technology Committee (a) develops and revises information technology policies and plans at the College of the Marshall Islands (CMI) on an annual basis, (b) recommends future information technology initiatives, (c) and formulates methods to leverage education and operations with technology for students and employees at the CMI. These roles are carried out by:

  • Review existing activities and recommend college priorities.
  • Examining information technology resources in the Republic of the Marshall Islands and abroad.
  • Staying abreast of the latest technologies and how they relate to higher education.
  • Engaging in discussions with other CMI Standing Committees, RMI offices and businesses in the information technology   field, and other relevant entities.
  • Review how the College meets ACCJC Standard III C for the purpose of compliance and improvement.
  • Monitor, review, and report on IT Wapepe Outcomes.

Scope

The Information Technology Committee reports to the Executive Council. As a planning and advisory body, it has no decision-making authority. It presents its plans to the President via the Executive Council.

The Director of Information Technology is the ex officio chair of the Information Technology Committee, a duty he may choose to delegate. The College Secretariat Officer shall be the recording secretary to maintain records of meetings which are to be kept in the office of the Director of Information Technology, distributed to all members of the Committee, and posted on the College website. In the absence of the Director or his designee, the Committee shall elect a chair pro tempore.

The membership of the Information Technology Committee shall consist of thirteen members(13) of the community.

  • Director of Information Technology
  • Vice President, Business and Administration Affairs
  • The Faculty Senate chooses two representatives
  • Staff Senate chooses two representatives
  • The Student Government Association chooses one representative
  • Dean of WAVES
  • Director of Media
  • Dean of Academic Affairs
  • Director of Human Resources
  • Director of Library
  • Learning Designer

The appropriate group shall select membership- i.e. the Staff Senate shall choose two representatives; Faculty Senate shall choose two faculty representatives; the Student Body Association shall choose one student representative; the Dean of ACE; the Vice President, Business and Administration Affairs; the Director of Media; the Dean of Academic Affairs; the Director of Human Resources, the Director of Library, and Learning Designer.

SUB-COMMITTEE

Website Sub-Committee

The ITC has one subcommittee: the Website Committee (WC). The ITC oversees the memberships of the subcommittee, but the subcommittee may recruit members outside the ITC membership as they deem necessary and appropriate. The membership of the Website Subcommittee shall consist of the following:

  1. Web and Database Administrator
  2. Assistant Web Administrator
  3. Director of Media Center
  4. Director of Institutional Research
  5. Dean of Academics
  6. A representative from Student Services
  7. Student Representative
  8. A representative from Faculty Senate

The Website subcommittee shall meet not less than three times per academic year. A quorum at
each meeting shall be at least four (4) members are present.

Functions of the Website Subcommittee

  • Periodically reassess the web hosting agreement, in consultation with the Information Technology Director, to ensure it remains satisfactory.
  •  Evaluate and recommend the standard use of Institutional branding and visual user guide as proposed by the Media Center.
  • Update the contents of the website to remain current and relevant.

Record of the Meetings

Shall record the meeting minutes and provide a copy to the ITC.

A quorum is established once the majority of fifty percent plus one (50% + 1) of the members are present. All members elected to the IT Committee are voting members except for the Director of Information Technology. The IT Director shall only vote in case of a tied vote. For the purpose of recording votes, voting can occur during meetings once a quorum is established or online voting
according to guidelines set forth at that time.

The committee meeting shall be held every month on the 4th Tuesday at 11:00 am, a time convenient to the entire committee membership. Special meetings may be held at the call of the Committee Chairperson or by the majority vote of the IT Committee. The committee will provide an annual assessment report to the Executive Council.

Furthermore, within a week following approval, the committee shall publish its minutes via email to the College Community and post their minutes and actions on the CMI website committee shall also assess its effectiveness in informing and sharing its activities annually. At the beginning of each academic year (August), the committee chair shall share the committee’s assessment and recommended remedial actions.

Authority

602.1 of the College’s General Administrative Policies

The Information Technology Committee has the authority to develop and revise college information technology policies and contingency (emergency) plans and to submit them to the Executive Council. The policies and plans are advisory documents and are not binding until recommended by the Executive Council The Information Technology Committee has the authority to recommend specific institutional activities to improve the capacity of information technology resources and the distribution of
those resources to college students and employees. These activities may include generating ideas for the expansion and growth of the information technology services, suggesting and researching the viability of new information technology initiatives, and other relevant research and planning activities related to information technology. The committee may recommend these activities, but it has no authority to order or implement them unless specifically delegated.
