Planning Committee

Role

The Planning Committee develops and revises the planning process for the College of the Marshall Islands by designing, reviewing, and suggesting college research and planning activities and priorities; examining national data for the Republic of the Marshall Islands; and engaging in discussions with other CMI Standing Committees, the RMI Economic Policy, Planning and Statistics Office (EPPSO), and other relevant entities. The planning process shall consist of discussing, reviewing, seeking input on, revising, and synthesizing information and college documents that address issues of broad interest of the college, such as Strategic Planning, Core Values, Strategic-Level Learning Outcomes, and Visioning work of the college.

 

All activities of the Planning Committee are carried out in light of past planning efforts and results.

 

It should be noted that the Planning Committee is not charged with Academic, Plant and Facilities, or Budgetary planning issues of the college. Rather, it is expected that the Planning Committee will work with the other College Standing Committees who are responsible for these areas to ensure that their plans are appropriately reflected in the greater planning process of the college.

Scope

The Planning Committee reports to the Vice President for Research, Planning, and Grants, who is also its convening officer. As a planning and advisory body, it has no decision-making authority. It presents its plans to the President via the Executive Council.

 

The Vice President for Research, Planning, and Grants is ex officio chair of the Planning Committee, a duty he may choose to delegate. He shall appoint a recording secretary to maintain records of meetings which are to be kept in the office of the Vice President for Research, Planning, and Grants, distributed to all members of the Committee, and posted on the College website. In the absence of the Vice President or his designee, the Committee shall elect a chair pro tempore.

 

The membership of the Planning Committee shall consist of ten members of the college community: the Vice President for Research, Planning, and Grants; two (2) faculty representatives; two (2) staff representatives; one (1) student representative; one (1) representative from the college’s Research and Planning Office; one (1) representative from the Academic Planning Committee; one (1) representative from the Plant and Facilities Committee; and one (1) representative from the Budgetary Action Committee.

 

Membership shall be selected by the appropriate group – i.e. the Staff Senate shall choose the two staff representatives, the Faculty Senate shall choose the two faculty representatives, the Student Body Association shall choose the student representative, the Vice President for Research, Planning, and Grants shall choose the Research and Planning representative; and the chairs of the Academic Planning, Budgetary Action, and Plant and Facilities Committees will choose their respective representatives.

 

The committee will meet at least monthly at a time convenient to the entire committee membership. The committee will provide monthly progress reports to the Executive Council.

Authority

The Planning Committee has authority to develop and revise a Strategic Master Plan and to submit that plan to the Executive Council. The Strategic Master Plan is an advisory document, and is not binding until and unless approved in accordance with the Executive Council authority document.

 

The Planning Committee has authority to recommend specific institutional activities that measure student outcomes and institutional effectiveness. These activities may include survey design and administration, focus groups, benchmarking, development of key performance indicators (KPIs), and other relevant research and planning activities. The committee may recommend these activities, but it has no authority to order or implement them, unless specifically delegated.
